How does WhatsApp Business API pricing work in 2026?
Since July 1, 2025, Meta charges per delivered message on the WhatsApp Business Platform, not per 24-hour conversation. Two things set the price: the message category (marketing, utility, authentication or service) and the country calling code of the person receiving it. Where your company is based does not matter. A London store messaging a customer on a +1 number pays the North America rate.
Under the old conversation model, one fee covered everything sent inside a 24-hour conversation. Now each delivered template is billed on its own. There is no subscription fee for Meta's Cloud API, and opening a WhatsApp Business Account costs nothing. Your bill is simply the number of messages you send, multiplied by the rate for each category and market.
Meta can change its rate cards on the first day of each quarter (January 1, April 1, July 1 and October 1), with one month's notice for rate changes. The figures below come from the rate card effective July 1, 2026, which is still current as of September 2026. Meta has already published the October 1, 2026 card: it raises marketing rates in Mexico, Saudi Arabia, the UAE, Rest of Middle East and Rest of Asia Pacific, changes utility and authentication rates in a few markets such as Pakistan, Peru and South Africa, and gives nine markets (including Kazakhstan and Ukraine) their own rates. How much does a WhatsApp message cost in the US, UK and Europe?
In North America, utility and authentication messages cost $0.0034 each and marketing messages $0.025. In the UK, marketing costs $0.0635 and utility or authentication $0.022. Continental Europe is pricier still: Germany charges $0.1365 per marketing message, one of the highest rates on the card.

Utility and authentication messages also get volume discounts. In North America, the utility rate drops 5% to $0.0032 after 80,000 messages in a month and bottoms out at $0.0026 (25% off) above 6 million. In the UK, the first discount tier starts after 100,000 utility messages. Tiers are counted per market and category across your whole business portfolio, and they reset each month. Marketing messages have no volume tiers.
What changes on October 1, 2026?
From October 1, 2026, Meta charges for service messages (free-form replies to customers) and for utility templates sent inside an open 24-hour customer service window. Service messages had been free since November 2024, and utility templates inside the window since July 1, 2025.
According to Meta's developer documentation, service messages will cost the same as utility and authentication messages in each market, and volume tiers won't apply to them. Meta is also adding a free tier: each business phone number gets 1,000 delivered service messages per month at no charge. The allowance resets monthly and does not roll over.
AI pricing is changing too. Since August 1, 2026, Meta has charged $2 per million tokens for Meta Business Agent, which Meta estimates at roughly 4 to 5 cents per typical message. This doesn't apply if you run your own chatbot through the API, but every reply your bot sends now counts as a service message.
Are any WhatsApp Business API messages still free?
Yes. Messages sent inside a 72-hour free entry point window cost nothing, and each number keeps 1,000 free service messages a month. Meta's documentation confirms the free entry point rule is unaffected by the October change.
A 24-hour customer service window opens every time a customer messages you. Inside it you can send free-form messages without a template, and each new customer message resets the clock. After October 1, that window no longer means free, only that you can reply without an approved template. Once it closes, you can reach the customer only with an approved template at that template's rate.
The free entry point window works differently. When someone messages you from a click-to-WhatsApp ad or a Facebook Page call-to-action button and you reply within 24 hours, a 72-hour window opens. During those three days you can send any type of message, marketing included, at no charge.

That makes click-to-WhatsApp ads the cleanest way to bring message costs close to zero, and for US shoppers they are one of the few ways to send promotional content at all. You still pay for the ad clicks, so which route is cheaper depends on where WhatsApp sits in your customer journey.

Multiply the monthly volume in each category by that market's rate, subtract anything sent in free windows, then add your provider's fee. In formula form: (marketing × marketing rate) + (utility × utility rate) + (authentication × authentication rate) + (service messages above 1,000 × utility rate).
Take a store with 2,000 orders a month, selling to UK customers, after October 1, 2026:

Marketing makes up about 83% of this bill. Halving the marketing volume saves $635 a month, while doubling every other category adds only $253. The same store selling to US customers looks completely different: the marketing line disappears, and 8,000 utility, 1,500 authentication and 2,000 billable service messages at $0.0034 come to just $39.10.
To see whether marketing messages actually earn their cost, compare each send with the orders it produces. Tag every WhatsApp link with UTM parameters so GA4 attributes sales to the right campaign. Abandoned cart reminders are usually the best-returning marketing flow, so build that one before you start broadcasting.
Cloud API or a solution provider: which is cheaper?
You can connect to Meta's Cloud API directly or go through a Business Solution Provider (BSP). Meta's message rates are identical either way; the difference is who builds the software and what extra fee you pay.

Markups add up quickly at volume. Twilio, for example, charges $0.005 per WhatsApp message, inbound and outbound, on top of Meta's fee. On the 32,500 outbound messages in the UK example (including the 1,000 free service replies) that is another $162.50 a month, before counting inbound messages. When you compare quotes, ask whether Meta's charges are included or billed separately; that is why published prices vary so much between providers.
Setting up the Cloud API directly usually goes like this:
- Business portfolio Create or reuse a business portfolio in Meta Business Suite.
- App and WhatsApp product Create an app on developers.facebook.com, add the WhatsApp product and send a test message from the test number.
- Real number Add a number that isn't registered on another WhatsApp account, verify it by SMS or call, and submit your display name.
- Business verification Verify your business with company documents; it is the fastest way to raise your messaging limit.
- Payment and templates Add a payment method and submit your first templates for approval in WhatsApp Manager.
How messaging limits affect your costs
New business portfolios can send templates to 250 unique customers in a rolling 24 hours. Completing business verification (or another scaling path) lifts that to 2,000. After that, the limit rises automatically to 10,000, 100,000 and then unlimited, as long as your message quality stays high and you used at least half of your current limit in the last 7 days. Limits apply at portfolio level and all your numbers share them, so adding numbers won't raise your ceiling. Low-quality sends that people block or report can get templates paused, so every unnecessary marketing message costs you twice.
How can you lower your WhatsApp API costs?
The biggest savings come from sending fewer, better-targeted marketing messages and using the free windows deliberately. Utility and service messages are cheap enough that cutting them mostly hurts the customer experience.
- Add a payment method to your WhatsApp account before September 30, 2026.
- Strip promotional wording from utility templates so they keep the utility rate.
- Limit broadcasts to customers who engaged in the last 90 days, and only message people who opted in to hear from your business, as Meta's policy requires.
- Reply to click-to-WhatsApp chats within 24 hours to unlock the 72-hour free window.
- Tag every WhatsApp link with UTMs and track revenue against cost per campaign.
- Watch when each number uses up its 1,000 free service messages during the month.
